Mobile Site Upgrade Requests

Sub-group permissions

I'd like to be able to control, on a sub-group by sub-group basis who can do things within a sub-group. So, for example I'd like to be able to say sub-group managers can do e-blasts to the members of their specific sub-group but not give them permission.."
