Cannot attach from file cabinet

As was mentioned in other posts, we cannot attach files from the file cabinet to posts. It gives error 404 when we click on the browse icon.

Similar is true for any of the wsiwsyg editors. We were trying to modify our welcome text to get a cleaner logo on there, but it won't let us attach anything from the file cabinet.
