Photos - says 7% used of 25 MB limit Upgrade Now

....but I dont have any photos in there. How can 7% be used?

The file cabinet and the photo galleries both have a shared limit. This is intended, not a bug. Otherwise, a group that uses it's photo galleries would run out of space for photos while still having some left for files, or vice-versa. There's no benefit to not having the space shared between the two, it can only hinder users.
