No Canadian Provinces

We have a recurring problem with our Canadian registrants. Routinely our registrants select "Canada" from the drop down list but the corresponding provinces don't appear. As a result they are selecting USA and false City /States so that they can get through the registration process. I just tested it with a secondary email address and had the same problem. I hope we can find a quick fix.

I've noticed this problem happening to users, but I haven't been able to duplicate it on my own. In all browsers that I test in, the provinces appear successfully.
What browser version are you using? Do you have JavaScript turned on?
Java's on; I'm using IE 7, the problem has also been reported by useres with IE 6. Thanks for looking into this.

Well, tonight, I rewrote this part of the code for sign-up. I tested it in IE 6, Safari, and Firefox. Everything looks to be in order. Plus, the list of states/provinces update instantaneously now.
