Cant find the "send members email blast" functionality

Where is this functionality located in the pages? Its buried somewhere and I cant find it

If you just want to send a regular email blast, it's actually at the top of the page, underneath the main tabs. There's a sub-tab that says "Email Blast" right next to the "Forums" sub-tab.
Thanks. It may be more logical to move it under members
