default auto-subscribe to discussion topics

One of my groupsites is a community group, with a subgroup established for the council. It is very important that members of the council be able to communicate frequently. It would be helpful to have an option to auto-subscribe my council members to discussion topics within the council subgroup. Has this come up before by others?
