Managers downloading documents from a subgroup file cabinet

It seems that a groupsite manager that is not also the member of a given subgroup cannot download documents that are stored in the file cabinet of that subgroup. He can see the list of documents, delete or move documents, but not download/open them. (When clicking on the document to access it, the groupsite manager is redirected to his "My Profile Settings".)
Is this a bug or a feature designed to prevent groupsite manager that are not members of a subgroup from accessing the documents stored?

Hi Marcel,
This is Not a bug, it is a feature design. The logic is: unless you are a member of the subgroup you cannot participate in that subgroup. Downloading a file is an action that is defined as participating. However, as the Groupsite Manager, you can see/view what is happening in your Groupsite and its subgroups. In addition, as a Groupsite Manager, if you need to download a file in a subgroup in which you are not a member, you can at anytime add yourself to that subgroup.
