I noticed some discussions are indexed by Google and some are not. Are discussions and other elements of groupsites crawlable if they are public? If not, is there a plan to make them crawlable by having some kind of flag?

Good question.
All publicly available elements of Groupsites are crawlable by Google or any other search indexer. The only variable is how often the spider indexes the site, which is up to each search engine and not something that we control.
