Searches don't include partial words

I just noticed today that when I do a search in CX, if I type a partial word, the search engine does not find words that contain that partial word. For example, searching on "net" does not yield any hits for "network". Is this by design, or is it a bug?

This is by design.
Most search engines do word stemming, instead of partial word matches, because word stemming actually searches on "linguistic variants" (for lack of a better term) of the actual word.
Partial word matches is rarely, if ever, desirable, because the amount of false positives greatly outweighs amount of additional hits.
For example, if I searched for "hot" in a partial word match system, I'd find things like "photo", "shot", etc. Those are almost definitely not what I'm looking for.
