Accessibility / Section 508 compliance

Love the feature set of this site, but am running into some accessibility issues, namely keyboard access to functionality such as (but not limited to) the following:

1) Once I am tabbed into this text edit box, I cannot tab backwards (Shift + tab) out of it.

2) The "Browse" button in the file upload dialog box cannot be submitted with the enter key on focus. The enter key submitd the whole form thus eliminating access to the Browse functionality.

3) After tabbing to and pressing the enter key on "upload" to access the file upload form, focus is not moved to the first field in the form.

4) Pop-up tutorial video windows do not have focus when they appear. The 'close' button is hard to access.

5) Several drop down menus are auto-submitting and do not allow screen reader users to listen to all the options in the menu.

Are these easy fixes? If yes, in what time frame?

We are working with the U.S. Department of Labor's Office of Disability Employment Policy, and I would LOVE to be able to recommend this site for one of their online communities, but it has to be Section 508 compliant.
